 Oracle recommends that in a Grid Infrastructure environmetn - that GI patches be applied to both the GI and RDBMS ORACLE_HOMEs' ...

Of course - there can be exceptions - as occurred w/ the January 2014 Critical Patch Update....where there was no 11.2.0.4 GI PSU <this may not apply in the case you're mentioning since your e-mail states the highest version is 11.2.0.3>

Will there be a Grid Infrastructure (GI) PatchSet Update (PSU) 11.2.0.4.1 (Jan 2014)? (Doc ID 1611875.1)

As relates to ASM-RDBMS version compatibility...
