You can do Option 1 (Cross platform TTS )without upgrading source database database to 11gR2. We have migrated 10.2.0.4 to 11.2.0.3 directly. After we did I believe oracle is supporting that approach too and there is publish note also.

We migrated 10.2.0.4 HP-UX to exadata.
