I spent a while trying to figure this out a month ago. I still don't find it as nice as OEM 11g. This is for a whole inventory approach view. Where I want to see what's been patched and what hasn't.

Go to "Enterprise -> Configuration -> Inventory and Usage Details" Go to the drop-down Show "Databases and use the Version" drop down. You'll see "patches applied" which is clickable Click Yes and then save that page as a favourite.
