Yes, EM Express is ran through the XMLDB. I have this setup currently in my test environment. However, I use OEM12c more than EM Express.

Is there an implied, "but not both." I'm pretty sure they would have used

an "and" if the two did not conflict. I guess I hope that is one of the reasons for them tossing dbconsole, that they finally fixed the conflict.
