Roger that. Maybe it's just me but this seems like it should be really simple.  

I had someone else point out using DBMS_SYSTEM.GET_ENV which is cool but I can't count on access to DBMS_SYSTEM....

You can get the platform using dbms_utility.port_string and act accordingly.
