I would encourage folks to make these things known to Chris Warticki

(Senior Director - MOS Portal <david.muirhead_at_oracle.com>). Warticki has a
blog on which you can also leave comments (https://blogs.oracle.com/Support/). Both gentlemen are always on the lookout for customer feedback; while they may not be directly responsible for the issues you observe, they are in a position to do something about it if they hear from enough people.
