From our last audit (about 2 years ago) I can tell you the following:

The actual contract said installed even though most links on the Oracle site will say used.

The people doing the audit would guarantee over the phone that they would only charge for used features but they would not put it in writing

They were eventually able to convince our senior management that we would not be charged so we were able to stop uninstalling unused options before we hit the production databases. We've had some odd behavior on some test databases since then though which I suspect may be related.
