I'm not the one looking, Edwin is.
The problem as I see it is that you have to 'know' which features are extra cost items. Otherwise, sure it would work.

Would $ORACLE_HOME/rdbms/admin/dbfusrpt.sql be of any help? Looks to do what you want, almost. This is in 11g, not sure if it is available in 10g, i have no way to check.
