What do you get when you run a manual snapshot?

I should have been more specific. When I said "enabled management pack access for the Diagnostic & Tuning packs" , I meant to state that control_management_pack_access = 'DIAGNOSTIC+TUNING'; This exact same problem occurs in all 6 configured 11.1.0.6 databases. The databases are installed in 2 separate LPARs, 3 in each. Perhaps MMON on AIX has a known bug that may cause this?

Update: today configured 2 production instances as described earlier and noted that all existing AWR snapshots in these instances (8 days worth) are also empty. These are busy OLTP instances, located in a third LPAR. Sadly, there are no AWR snapshot or MMON problems logged in any of the 8 instances (alert logs go back to March 2012).
