That is right. To guarantee a seat and get in before the waiting line goes down you need to book a session in session builder. While you cannot rank alternatives, you can (or at least the past few years you could and I have not done this year's yet) mark sessions of interest without booking a seat.

I'm pretty sure that the Oracle schedule builder app allocates space in the room when you sign up for a session. That is why Oracle employees like me aren't allowed to use it to build our schedules for the week - we aren't allowed to take space away from attendees ;-)
