You are on EM Cloud Control 12.1.0.3, correct? Go to Help -> About Enterprise Manager to confirm. The 12.1.0.4 DB plugin is only certified with Cloud Control 12.1.0.3.

Yes , I did as you said , but Oracle says that no update available. And I have only plugin for Oracle Database 12.1.0.3.0 not for 12.1.0.4.0

When was the last time the Self Update refresh ran? Go to Setup -> Extensibility -> Self Update. Click on "Check Updates" then "Job Details" to make sure it works. When the refresh completes the plug-in should be listed under Available Updates.

Thanks Peter for reply, but in EM12c self update screen I only can find the 12.1.0.3.0 DB plugin not 12.1.0.4.0 do you know why ?

Not quite correct. You need the 12.1.0.4.0 DB plugin, the version number of EM12c remains at 12.1.0.3.0.
