Data Guard RMAN deletion policy

I have a Data Guard in place. The PRIMARY is on Data Center 1 (DC1). The STANDBY is on Data Center 2 (DC2). In both Data Centers we have a tape device. I want to backup the archives from the PRIMARY to the tape device in DC1 and the archives from the STANDBY to the tape device in DC2. Archives are stored in the Flash_recovery_area for both db's. We use saperate RMAN catalogs.

The problem is that when STENDBY is off and FRA in PRIMARY is full Oracle starting to delete not yet shipped logs from primary , and standby will have gap !!!
We prefer Oracle DB hanged but not having gaps between our databases.

Deletion policy is set to delete logs after backup + shipped to standby.

*CONFIGURE ARCHIVELOG DELETION POLICY TO BACKED UP 1 TIMES TO 'SBT_TAPE'
SHIPPED TO ALL STANDBY;* It seems like deletion policy is not working correctly ? Please share with me your experience.
