Or how Oracle refuses to allow the DBA to submit a Scheduler job as another user, preventing me from setting a data owner's account to have an unusable password (e.g. ALTER USER app_user IDENTIFIED BY VALUES "Do Not Touch 20130813"). Yes, there can be workarounds for this, but what if you can't change the password, like you mentioned?
