Good suggestions.

www.oaktable.net has a section of book listings and reviews. I'd leave someone out if I started a laundry list.

IOUG's Select magazine and publications of many other regional and special interest USERS groups also are valuable and often include how-to examples that can be very useful.

You could start with Tom Kyte and Steven Feuerstein. They cater to developers and both of them have blogs, books, and regular columns in Oracle Magazine. You can read Oracle Magazine online or you can request a printed copy.
