In particular, the Licensing doc is at

Chapter 1 has a 'feature X edition' matrix and indicates what is extra cost. Chapter 2 describes all options.
Comparing that to the 11gR2 version at
http://docs.oracle.com/cd/E11882_01/license.112/e10594/toc.htm might be
useful.
I've noted that a number of the new capabilities are options. I have not taken the time to review feature by feature changes yet.
