Musing aside..(LOL) yes, EM12c was released well before DB12c and yes, it runs currently on 11g for the OMS repository database.  There is no database 12c required to run it.  It is the currently supported version of the Enterprise Manager and is up to release 3 this month, so please do go read up on it, it's a phenomenal product and should not be confused with Database 12c. http://www.oracle.com/technetwork/oem/em12c-screenwatches-512013.html

Probably missing some basic understanding here and never worked anywhere ***yet*** that used grid control but wouldn't one upgrade ( or at least recommend consider upgrading ) the database instances that grid control is monitoring/managing to a new release before moving the grid control up to the new release?
 

At times dealing with just the basic OEM database control complications on multiple systems/platforms can be complicated enough ( just my experiences ).  Oh oracle why hast thou moved away from hpux/solaris "it just works out of the box" "rare old times" stability? 
 

Or is this some strange situation where grid control is more advanced and more stable compared to the "same" version of the database software?
 

Alternatively I guess perhaps some bizarro world ( superman terminology ) where 12c grid control is not at all ( somehow ) related to 12c database software?
 

Probably should have been to some of the recent oracle geek conferences that covered 12c grid control I guess!
