Further to my earlier post....Resource manager (can) only manage resources within a given instance (duh) so resource manager can't be at play here. It will be interesting when RAC has a "global" resource manager to switch session to a less busy instance (provided the session is not adversely affected by loss of access to Cached data from current instance etc.
