I wouldn't pay any attention to the time taken for your small test index rebuild. Chances are it was mostly done in memory. You know most of the production index rebuild won't happen in memory.

One thing you didn't mention was why you need to rebuild the index. You also don't mention which Oracle version you are using. In older Oracle versions, only a complete index rebuild was available. Now you can have Oracle rebuild the index from the existing index if there is one. Another thought is to rebuild with the ONLINE option. That way if you exceed your downtime window, the consequences aren't so serious.
