Building RAC clusters on VirtualBox is done in the same way as you would a non-virtualized RAC cluster, with the exception of the special things you need to do to make the virtual storage happy. Tim Hall has a pretty good article on Oracle Base that shows how to do it.

Can you show us the verbose output of cluvfy? Ie.

./runcluvfy.sh stage -pre crsinst -n rac1,rac2 -verbose

It's hard to say what the issue could be. Assuming the prereqs are met and the preinstallation steps were done properly, I would guess it to be a network or storage issue at the VM layer somewhere. cluvfy should point out issues with the network. Regarding storage, make sure you've marked it shareable as Tim's article shows.
