Peter,
You will need an 11.2.0.3 Oracle TNS Listener process running to support remote connections.
I doubt that the 11.1.0.7 listener will be able to hand off connections to an 11.2.0.3 database instance.

At the bare minimum, generate a cold backup set and run the script utlu112i.sql out of the 11.2.0.3 home prior to the startup upgrade ...

Btw, 11.2.0.3 p18 for ms win was released earlier this week. That might be worth including in your test plan. The oc4j patch from the middle of last year should also be applied to the new dbhome.
