  1. Created user
  2. assigned privileges/ created acl
  3. only change is lower_port set to 25 (which is smtp port) not 80 as in your example. in your company smtp port is 80?
  4. Received email from plsql block
  5. received email from stored procedure. I'd just try changing lower_port to 25 and try. This is 11203 btw, i am sure it will be same in 11202.
