PSUs and Extended Support Question

Let's say I'm on 10.2.0.3 and need a PSU but do not have an extended support contract. Is there a guide that explains/details what patches I'm eligible to download with sustaining support? I know I saw something on this when extended support was being discussed and there were blogs about it but now I can't seem to easily put my Google on it.
