Always check with your sales rep to verify. If the db and oms are on the same server, there is an agent installed that will monitor both (db and oms). If repository db is on a separate server and only being used as the repository of oem, then you'll need an agent the; which is part of OEM. If the repository db is housing application data along with OEM data, then cost is associated.

Always check with sales rep to verify though.
