I got no replies about this but it turns out to not be supported. It's even documented. A case of RTFM.

I'm trying to use OEM12cR2 to clone the oracle home of a 9.2.0.8 database but it keeps failing. I have no trouble cloning any 10.2 or 11g oracle homes. The process keeps failing with this message:
