without going into the depths of Oracle licensing, the client is not separately licensed the client is included in the Oracle database server license.
However, maybe instant client may help you. Please take a look at the Oracle Instant client FAQ, especially the paragraph "Can Instant Client be redistributed?" and "What does Instant Client cost?": http://www.oracle.com/technetwork/database/features/oci/ic-faq-094177.html#A4379
