audit select on table by user

Is it possible to a specific users access to a specific table? After looking through the documentation I don't see a way. I could do it with Fine Grain Auditing by having it call a procedure to log to my own table but I want the SQL statement that was run included bind variables. Basically I was hoping I could do something like the following Audit select on scott.emp by user1;
