Howard,
First how the connectivity to the Primary database using TNS service? [From Primary or Standby: $sqlplus sys/****_at_prim as sysdba], Are you able to connect? Then there is no problem with the password file from the primary database.

And perform the same step to test the connectivity from Primary to Standby using TNS service as [From Primary: $sqlplus sys/*****_at_standby as sysdba],

Already other folks given useful information on Password case sensitivity/Re-create password file, Along with this i recommend you to check MOS note *Troubleshooting ORA-16191 and ORA-1017 in Data Guard Log Transport Services [ID 1368170.1]*
