Clone of 9.2.0.8 oracle home fails in OEM12cR2

I'm trying to use OEM12cR2 to clone the oracle home of a 9.2.0.8 database but it keeps failing. I have no trouble cloning any 10.2 or 11g oracle homes. The process keeps failing with this message:

The output of the directive is:
ERROR: No message specified for logging
The Version is : 9.2.0.8.0

Anybody able to clone 9i homes with OEM12c?
