I Had tried this note with the solution 3, did not fix the problem.
 

The following is the contents of ons.log file. In this log file, I don't know where 10.1.182.167 came from. This IP address is not in the hosts file and not in the SCAN IP list in DNS either.

[root_at_rhelsandbox logs]# cat ons.log.rhelsandbox
[2013-01-23T17:02:30-05:00] [ons] [NOTIFICATION:1] [104] [ons-internal] ONS server initiated
[2013-01-23T17:02:30-05:00] [ons] [ERROR:1] [17] [ons-listener] 10.1.182.167,6100: BIND (Cannot assign requested address)

Does root script (root.sh or rootupgrade.sh) Fails as ora.ons Does not Come up [ID 1259924.1] match?
