The same happened with one of my colleagues. He wasn't able to connect to the database using TOAD installed on Windows 7 with Oracle 10g client, however he was able to connect to the database using sqlplus (and usingn the same TNSnames)
After installing 11g client, the problem resolved

I have TOAD on my pc(windows 7). I have the 32 bit oracle client 10g. TOAD works fine. I just downloaded Quest SQL Optimizer, installed it, but get the infamous: "ora-12154 could not resolve the connect identifier specified"
I can connect with sqlplus, sql_developer, and sqldbx. I've googled and tried a million things so far with the same error results. I've changed the tnsnames file, the sqlnet file....no luck.
