Does VPD prevent/filter ALTER TABLE MOVE and ALTER INDEX REBUILD commands

I understand that VPD / RLS adds additional predicates to any query against designated tables/columns.
However, if a non-SYS schema (e.g. APPS) were to issue ALTER TABLE schema.tablename MOVE and ALTER INDEX schema.indexname REBUILD commands for tables/indexes in a third schema (say HR), would those commands be restricted by the presence of VPD ?
