I agree, and I always preferred using udev - it just needs a little bit mor handicraft and you are sving an extra complexity or dependency layer. This part of udev has been the same for at least two generations of Linux now.
Just write a udev rule based on the SCSI ID of the LUN, as described here: http://www.usn-it.de/index.php/2010/04/23/oracle-grid-infrastructure-udev-fixing-ora-15081/
