Amir- I had the same issue crop up, and setting the parameter for lgwr to RT helped in our test environment. You can do it either with the init.ora parameter or via a shell script. We are still waiting to implement in our production environment.

I had an offline discussion with Kevin Closson. The issue seems to be with the scheduling latency of LGWR. Here is information on the LFPW histogram. I have added a column showing the LFS latency corresponding to each LFPR:
