Got it resolved. We had to give each listener there own unique name. We were using "listener" for all of the listeners. We then had to alter the extproc entries to point to the unique listener.

Reply from Tom Falconer on Aug 16 at 1:28 PM Check the services running (press the start key and type services). You can search the internet for how to remove and/or recreate the entry, but I am sorry I can't remember the details off the top of my head.
The 10G listener would have been created with the original installation, and has probably been running ever since. You can have more than one listener running, if necessary.

Previously installed Oracle 10G and 11G R1. Yesterday, installed 11.2.0.3. Today decided to shutdown the 11g r1 listener and start the 11g r2 listener. Would then change ports on 11g r1 and restart it for anything needing the old listener, i.e. extproc. Well, I halted the 11gr1 listener and attempted to start the new listener and received a message that "listener already running"!! Did a status and it is using listener.ora from 10G directory! Set oracle_home and tried another status and it is now using listener.ora from 11G R1 home. Why isn't it using the correct home?
