Thank you all for your input and recommendations. This issue did turn out to be related to tape backups running at the same time as this group suspected. We pushed the backups a few hours behind the tape backups (so the tapes can catch them) and have not observed the issue since.

Well the problem is still occurring (it's a small db that is not a high priority) so I still have a few chances to look at what's locking the file. I am using process explorer and who-locked-me to find the locks; all locks just say oracle.exe at the times prior to, during, and after running an rman backup (or just an rman validate).
Any other utilities come to mind that I could use?

Antivirus comes to mind.
Closing the instance may have been a coincidence.
As instance was restarted before determining what the lock were, there's nothing to do but guess.
Being on windows complicates matters.
You should considering finding a good utility that shows all locks on a file.
