This is what we do:
 run setup.exe with the option –ignoreSysPrereqs from the oracle_database\10g\10_2_0_3_client_for_vista_w2008_w7\client directory on xxxx. In the GUI, during prerequisite checking, it will fail on the OS. Check the box next to the failed message to ignore the check.

Run the installer with -ignoresysprereqs flag

I thought I saw a thread on windows 7 and oracle client. We can't seem to get it loaded. It asks for vista but not windows 7. We need 64bit. Is there a work-around?
