   'rdbms ipc message' simply means exactly that the process is waiting for an IPC message. There are many processes which can wait for this event, for example, LGWR can wait for this wait event for more work, DBWR can wait for this event etc. Usually, this event can be ignored, but not always.

   Question is which process is suffering from this issue? How is it affecting the application performance?
