I used Tanel Poder's errorstack dump approach several time to find bind values of a running sql ( sometimes sql in blocked sessions) in 9.2. and 10.2 : http://tech.e2sn.com/oracle/troubleshooting/how-to-read-errorstack-output.
For 11.2,he mentioned v$sql_monitor
