From some more testing I just did, it appears that this message ("This statement was skipped...") is only given if you are only looking at a recent time period for the Automatic SQL Tuning Results Summary. For example, if you set the Summary Time Period to "Last 24 hours", you may see this message for some queries, but then if you change the Summary Time Period to "All" and look for the same queries you will then see the recommendations from an earlier date.
