You need to specify a time or sequence after the backup completes so that the database can be recovered to a consistent state. RMAN would have been looking for the previous full backup as its starting point to recover to a sequence that happened while the backup was running.

Well, that *is* curious....
If I leave off the seq #, the restore begins correctly.

Have I forgotten some piece of Oracle recovery basics? I thought I should be able to recover to any log sequence# in the backup using "...until sequence xxx"?
