I would agree with this... I had a few conversations along these lines at OpenWorld this year with a few Oracle guys (not lawyers though) and it really felt like a hot potato with them. I didn't ask about the full client; we were talking about some other stuff -- but it all seemed pretty taboo without some kind of explicit permission.
I think that the authoritative answer would come from which license you acquired the software under. My understanding from OOW was that the OTN license and the typical UELA's that come with purchased bits explicitly forbid any redistribution. (But I haven't looked at the licenses to verify this.) That's where I'd probably start if it was me.
