If you are talking about the simplified "Clone Home" link, you can see most of the output of the various steps it executes in the clone home procedure (at least for 10g EM) here: http://www.oracle.com/technetwork/articles/mass-provisioning-177500.html

It runs the OUI..

It goes on to say, that the new "Deployment Procedures" are much more flexible.

You can review the Deployment Procedures and see every step of what they do through EM console.    It isn't so much that Provisioning does something that you can't script, it is that it makes it easier to do, more automated, and provides a framework for you to leverage for your own extensions to the automation organizations want when growing their infrastructure.

I've never used Enterprise Manager Provisioning.

To "copy" an ORACLE_HOME without re-running the OUI : I have used "tar"  in V7 and V8.
I have used "tar" followed by "runInstaller -detachhome"  and "runInstaller -attachhome"  in 10g
(Some years ago I did 50 9i Client and 15 Server installs in a month, using OUI).

Does OEM Provisioning only use "scp"  ? Does it execute a "relink all"  ?
Does it run "runInstaller -attachhome" in the background ?
