I'm thinking it's a database option as it's required for things like SQL Realtime Monitoring. EM just gives you a GUI for it.

I'd say that's because it was already "on" prior to 11i. So it would seem logical to not change the default behavior in newer versions. (but I'm not putting it past The Great Moneymaker as a revenue tactic!)

And, yes, I do have D+T Packs for my ERP DBs. :)
