This ended up being Bug#12845115 for which there is a patch available. Thanks for all the suggestions!

SQL> select owner, object_type from dba_objects where object_name = 'MV_STRAIN_XML';

OWNER                          OBJECT_TYPE


------------------------------ -------------------

STRAIN                         MATERIALIZED VIEW

SQL> drop materialized view mv_strain_xml;

Materialized view dropped.

SQL> desc mv_strain_xml;
ERROR:
ORA-04043: object mv_strain_xml does not exist

SQL> select owner, object_type from dba_objects where object_name = 'MV_STRAIN_XML';

OWNER                          OBJECT_TYPE


------------------------------ -------------------

STRAIN                         MATERIALIZED VIEW
