It's really a new version. My take would be that 11 was basically a port of 10.2.0.5 to weblogic + the addition of support for fusion middleware components as managed targets. 12c is a significant redesign providing an application framework in which managed target plugins can operate. I confidently expect bugs :) but I also expect much greater admin efficiency and rapid support of product updates (in my view a new product version shouldn't be deemed production ready without an accompanying management plugin). If that can be done and the bug experience isn't too heinous then get the price right and I think Oracle have a winner. The price will be the most difficult thing.
