Diagnostics pack is there, but not broken out. The Tuning pack is broken out (10.2.0.5):

  select distinct name
    from DBA_FEATURE_USAGE_STATISTICS

Unfortunately I'm pretty sure that DBA_FEATURE_USAGE_STATISTICS does not include the diagnostic pack or tuning pack until 11g and we're still on 10g for most of our databases.
