OK, the problem turned out to be someone was experimenting with changing the Oracle wallet password via Oracle Enterprise Manager and a new protocol.ora file was written to the default location ($ORACLE_HOME/network/admin), it was an incomplete write and the instances did not respond well.
Have moved it out and all instances have been started.

We have found that a new SQLNET.ora was put in place at 7:30 A.M. today. When we set TNS_ADMIN=/etc the databases start.

probably kerberos issue, but please share with us output of
tusc -aefo /tmp/tusc.out sqlplus '/ as sysdba'
