ORA-12699

PLEASE, need help...
Oracle version 10.2.5 on HP-UX B.11.11
User called about 2 hours ago. They cannot connect to their test instance. We found all instances were affected with the ORA-12699, tried everything we could think of and finally bounced the host.
Went to restart a databases:
tbcsdb01:oracle:/opt/oracle/dba>sqlplus /nolog
SQL*Plus: Release 10.2.0.5.0 - Production on Tue Sep 20 13:05:00 2011

SQL> spool /opt/oracle/dba/startupdb
SQL> connect / as sysdba
ERROR:
ORA-12699: Native service internal error
No help on MetaLink that I could find.
No help on GOOGLE. Just found: turn tracing on and call Oracle Support.
How do turn tracing on when u cannot even CONNECT???
There are 18 test instances that are down. 2 instances started back up but they are Oracle version 9
ANY SUGGESTIONS...
