If you check the docs, you will see PARALLEL_ADAPTIVE_MULTI_USER is still there even in 11.2:

My advice would to not use it (set it to false), but rather use db resource manager and/or auto DOP with parallel statement queuing (11.2) to control overallocation of parallel execution.
