I've seen this sort of thing before, quite a few times. PL/SQL functions etc to replace perfectly good built in ones. I asked the vendors to justify their use of PL/SQL code to replace built in functions, the replies were all the same "we write our application so that it is database agnostic, so these functions are not Oracle specific whereas the built in ones would be."
I invariably reply "But you are using PL/SQL to write them and PL/SQL is Oracle Specific!" - but that's the kind of b**tard I can be at times! ;-)
